It's not the same as gender dysphoria at all HOWEVER race dysphoria is a real legitimate thing. It's extremely common in Asians where they constantly undergo double eyelid surgery and the like to appear more western/white. Race as a concept is relatively new in society. It's a social construct just like gender. I personally see no harm in people wanting to be another race HOWEVER it's a very murky thing because often that comes down to stereotyping and nationality rather than "race". But, a lot of Trans people ALSO change genders into their stereotypical view of gender, sissies especially. The more you think on it the harder it becomes to draw a clear line as to why the two aren't both valid despite being so different categorically.

Wanting to be a different race is possible, of course. But it's not comparable to gender dysphoria, because sex hormones and recognising gendered features is built into the human brain and affected by natal environments. Humans do not innately have a sense of other racial features that evolved thousands of miles away the way they do for sex. Men and women have always been in contact.
I personally do sympathise with people who dislike their ethnicity, even if it's not an identical thing. I think most of them just become migrants or weebs though
