If you're desperate to see homosexuality in everything you could accurately argue this point.
The reason she paired harry with Ginny is that she wanted harry to have a massive loving family as a happy ending, in stark contrast to his time with the Dursleys after being orphaned. Ginny has a crush on Harry from the very first book so Rowling planned it from the start, Ginny wasn't a stand in beard for a Harry and Ron shipping. I would like to see what Ginny content Rowling had to cut from the books because she's supposed to be a fiery, strong willed, funny, popular, magically talented, super sexy red head that can naturally deal with all of the fame and danger that comes along with being the girl friend of The Boy Who Lived. Except that we don't really get to see much of it in the books and nearly zero of it in the films. In the books Rowling does way more telling than showing when it comes to Ginny. I think a better fan theory would have been Ron and Ginny being the Weasley twins, instead of Fred and George, and that would have made it easier for Harry and Ginny to have a developed romance and for Ginny's personality to actually show, but Rowling wanted her self insert, Hermione to be a main character, and making Ginny incredibly smart and studious, on top of being a star quidditch player, hot, tough, competent duelist, who is both witty and funny would have come off as Mary Sue or manic pixie dream girl material.

Rivals in Quidditch, rivals in influence, rivals in wizard world ideology, Draco activity siding with, and enforcing, authoritarianism and Harry fighting against it. Harry killed his parent's leader, Voldemort, and Draco tries to kill Harry's leader, Dumbledore, in return. I know nothing about Naruto and I never found Sam and Frodo homoerotic but in Draco Malfoy's case I think it has something to do with the writer being female and using the female gaze to describe him. She really dropped the ball with Harry looking at him while he was changing.
Alternatively, there could have been an early draft where Draco was a femme fatale villain and it was scrapped so that it could be PG. However, because the author originally conceived him as a girl she kept some of the personality and Harry's behaviour towards Draco sometimes show a ghost of the early draft (like how GRRM wanted incest in Game of Thrones between the Stark siblings at first and Jon sometimes describes Arya as beautiful in his POV).
This last one always made sense because Rowling's other main characters are largely easy to read as male

I don't think he was ever a girl. Draco is just a pampered aristocrat. Rowling seems to have opinions on spoiled wealthy people. None of them are depicted as nice people even when they are the good guys, and that included James Potter. She's denied receiving a peerage multiple times irl, she does not want to become nobility because she hates them apparently lol. But that's completely in line with her politics. The previous reasons aren't really selling it to me.
Love of clothes isn't exclusive to girls. Again Draco is a pampered rich kid. Harry stalking him, is because he pretty much instantly hated him on their very first meeting because Draco let it be known he's a wizard supremacist aligned or associated with Voldemort.
Unicorn themselves prefer witches over wizards but it means nothing for unicorn hair wand cores. I think most of the people with unicorn hair wands in the books are men and boys.
iirc there are a few wand swaps throughout the book, people losing their own wands and picking up other's dropped wands in duels. They work well enough for most people.
Sometimes boys look like their moms, sometimes girls look like their dads. I don't agree that it would be an indication that Draco was meant to be Drāca.
