I downloaded the pdf, searched for keywords I'm interested in and used chatgpt to translate parts from the book. it's usual cioranslop nothing to look forward to.

In the end note to All Gall is Divided, the only one to which he attached a personal Translator's Note, Richard Howard noted that he had completed his decades-long task of bringing all of Cioran's primary French works into English renderings (not including the early Romanian work), something he amused himself with in between other projects. He also noted "there remain the Cahiers, which, if we have world enough and time..." He did not. He lived to be quite old.

Anyway, the blurb in the OP indicates that Howard at least got part way with the project, and now other guy is looking to finish it up. Cioran's notebooks were a dramatic centerpiece in the fighting over his "estate", such as it was, right around the end of his life. This is documented by his Romanian translator, who got into a fight with Cioran's gf over same. A short time later, both Boue and the Romaian/English translator were dead. My notes:
