Videogames simply can't have as much literary value as literature because by definition literature is the most literary medium. This is like asking if literature can have as much ludic value as videogames.

No, most of the money and effort goes towards making a fun gameplay with unique artstyle, worlds or graphics, and the plot is secondary. There are some exceptions though (Planescape: Torment, Disco Elysium, Pathologic)

Yes, in the same way film can be literary: sometimes and in certain cases, but not always or often.

Many of the games (or films) considered “high art” are extremely overrated or really quite derivative in their depth - they just have a higher level of skilled execution and well-placed narrative pathos. There are also many “literary novels” that are considered significant but are really just utter dogshit, only given credence by a committee of faggots who think big words, being brown, and having a vagina makes something highbrow.
