Is there such a thing as an epistolary biography?

In terms of "the letters are the best biography" I'd say Van Gogh's. If you think epistolary novel, it's probably Werther's. And then there's a bunch of biographies dealing with selected letters, commentaries on letters, letters between two thinkers, two lovers... so, endless answers to your question instead of a no.

I was thinking like a biographical book that tells the story of a historical figure through, almost exclusively, the letters he sent and received

Ezra Pound's memoir of Gaudier-Brzeska prominently features Gaudier's war letters.
The Quest for Corvo also extensively cites Corvo's and others' letters, and is a kind of first hand account of discovering rare documents.

In that case, Napoleon's letters to Josephine is the way to go. Hardly anything will beat that afterwards, though.

Thanks for the recommendations, they both seem interesting. I'm in an epistolary mood so hopefully there are a ton of letters

I actually was thinking of buying just that, I didn't know if it was just a random compilation of the best ones or not. So thanks

Augustus by John Williams is exactly what you're looking for, even if it's fiction.
