The point of this surely is that public clocks normally don't strike thirteen, no matter what format is used, 24 hour or am/pm. I suppose Orwell could have opened his novel with the clocks striking 23 or 24 to make it childishly obvious that something was amiss, but he may have assumed a minimal intelligence in his readership, at least above the standard of the typical 4chan dolt.
