Generically, would likely be stunted and retarded. You can probably turn to the immediate god replacements such as a grand nanny state. The USSR as a whole did still make some advancements after stealing Germans, but their centralization was probably the biggest factor in their downfall. As per N-man's point, the idea of a unified truth value like a God is a super stabilizing idea. In terms of development, it's vaguely useful to play catch-up where the God-level determinism (as per nanny state) helps constrain ideas/values, which helps reach determined goals (like industrializing your society or preventing the widespread rape of women). But for the sake of exploring possible values, ideas, goals, stabilization becomes an active hinderance as the unified system seeks to preserve itself over transforming itself positively. Also, we take the idea of progress as a given these days, but it's actually very feasible that a society stays exactly where it is values/tech wise. This has happened many times in the past and can still happen today. Also possible to just turn society into a bunch of dishonest larpers who openly claim something like god being back in the collective consciousness

The "Death of God" does lead to the nanny state, but not as a direct replacement.
People revert back to tribalism and now have to deal with the inherent conflicts that are characteristic of this type of world.
This actually predicts every single form of fascism and communism being born and implemented.
The main point isn't the apparition of material replacements as ideals. It's the division of society in tribal-like structures.
