For Mosca, there is an alternative to the brutal replacement of elites; for Mosca, it would be enough for this elite to constantly recruit the most talented and ambitious individuals from the lower classes to integrate them into its ranks.
For Pareto, such a conception is optimistic and naive. For Pareto, the very idea of an "intelligent political class" (in the sense of a sustainably wise government oriented toward the common good) is a historical and psychological contradiction.
The new conquering elite, or in Mosca's case, the new co-opted elite, possesses the skill of conquest, not management. There is absolutely no reason to assume that the people co-opted into this new elite are competent; in fact, it is very often (or even exclusively) the opposite; within a party, for example, the highest-ranking officials are abysmally incompetent.
Moreover, the new elite is driven by powerful feelings (faith, ambition, resentment) and has no desire to help their compatriots. Just look at how revolutionary movements on both the right and the left are undermined by the pathetic people at their head who are ready to destroy their political project for a few pennies and some pussy.
