They do. I think part of the way they do that by having cutouts working for them who pick up various causes, and then they'll also mix in pro-Russia stuff into the stream. This does work to some extent but it can also backfire because of how cynical and contradictory it is, and also how it runs into conflict (sooner or later) with the reality of Russian policy. Like getting involved in the Palestinian cause is one example and introducing pro-Russian content into that flow, but Russia has reasonably friendly relations with Israel. Or just making predictions that turn out to be totally wrong, which undermines credibility.

I'd add that I don't think they're the only ones who do this. I don't like the Russian government, but I think this sort of thing is pretty common, such as British or American agencies trying to hook into ways to get leftists or rightists to support their interests through various forms of messaging, or get them to form some contradictory coalition. Or how it's done in party politics.
