Well... If you think the cogito always has to be the specific historical cogito than yes he was making stuff up. If you think, though, that the cogito is something you can pick up and use then no he wasn't making stuff up. But at some point you do have to question to ultimate use of something like that- if you can get a job with the cogito, and I can't, at best, that says something about the nature of morality and little else.
