It might be, yeah.

There are loads of pointers suggesting the Duke = God. (Most obviously, he marries Isabella at the end. She's planning to become a nun. Nuns are called the Brides of Christ.)

I vaguely remember a theory that the Elizabethans had ways they could signal these things with costume (like the Duke wears a certain sort of blue to show he's an allegorical figure). No idea how true that is.
