I remember hearing that there was a book by Immanuel Kant that libertarians often describe as being the start of the downfall of Western societies and I want to read it. Does anyone know what it might be?

Not sure what that one book would be. The most likely thing would be to equate Kantian "subjectivism" with the downfall of philosophy or values or whatever, and then the most likely target would just be his biggest and most important book, the first Critique, the Critique of Pure Reason. He doesn't really have any other books that are widely known or said to be "the really evil one."
Libertarians specifically I'm even more confused by. I'm assuming you mean political libertarians and not libertarians in the sense of defenders of a strong stance on freedom of the will. Kant is a Rousseauist in the same sense that all his contemporaries were, and his moral philosophy is deontological rather than consequentialist or utilitarian, and emphasizes typical Enlightenment "convergence" of rational subjects on rational ends, although in his own uniquely Kantian (and very interesting and influential) ways.
I could see them saying something like Fichte's Closed Commercial State was a disaster for influencing subsequent economic organicism or protectionist/autarkic nationalism, maybe. But not really Kant.
However if libertarians do have a hate-on for Kant you'd probably find it stated in Hayek's books, so just download them quickly and check the index for Kant mentions. Road to Serfdom and The Counter-Revolution of Science might be the likeliest candidates.
