That's the same actor, he plays Gino.
In a later episode (2x8) he's just an errand boy for Richie's crew who goes to Beansie's house to build him a wheelchair-accessible ramp.
He's actually credited as Vito there but it's obviously long before the writers decided he should be a main character running the construction business.
Chase obviously liked the actor and kept him around until he got bumped up to a main character.
