Do you think any of the Tributes in the Hunger Games have ever raped each other? Also, what if there were just 2 people left in the Games and instead of finishing the Games one of the remaining tributes decided to rape the other? Do you think the Gamemakers would punish this? Do you think Suzanne Collins would be offended by this question?

The Gamemakers would probably stop it somehow, as it wouldn't make for their idea of good television.
The premise of those games is how Americans like to watch violence on television and think little of it, but they do not think little of sex on television (consensual or otherwise) so mapping it back to Hunger Games they'd prevent it from occurring.
As for whether she'd be offended, maybe. She'd probably see your quetsion for what it is, which is an attempt to elicit some kind of disgust response, maybe for sexual gratification. She's a famous person who sometimes has to interact with the public, so I imagine she's used to dealing with weirdos.
