When it comes to targeting the overseas market, Kamen Rider and Ultraman are far more marketable names, even with the former including a Japanese word in it. Even Power Rangers understood how much easier it is to brand something using the “Franchise Name + Series Name” format.
While I enjoy the Super Sentai naming convention, the fact that each series has a completely unique name makes it harder to market.

Then they went in the opposite direction with Kyoryuger, and it was a success. Kyoryu was a "retarded but fun" show, with lotsa dancing, jokes, and everything painted in acidic bright colors - this was the origin of kiddieshit that became Sentai's undoing. It actually made sense in Kyoryu, because the show was actually written with it in mind, and having a season like Kyoryu felt refreshing after Shinken, Gokai, and Gobus. But then EVERYTHING that followed was the same. ToQger, Ninninger, Zyuohger - they all had the same upbeat, happy-go-lucky tone of Kyoryu, and this shit got old fast. Toei basically decided that Super Sentai is gonna be a gateway drug for toddlers who can't watch Kamen Rider yet.
By the time Kyuranger happened, I personally checked out because it aired alongside Kamen Rider Ex-Aid, one of the better-written late Heisei Riders, and the contrast was rough. Sentai started losing its audience, and even Precure, an anime aimed at grade school girls, started outpacing it in fucking merch sales. The 8-year-old girl population is not that fucking big, so the only conclusion is that neckbeards were more eager to buy pink compacts and magic wands than anything Sentai offered. Bandai discontinued their Sentai S.H. Figuarts line around this time, driving the point home. But instead of fixing anything, Toei started doing gimmicks. Lupat was split into two opposing teams (and nothing interesting was done with that), they played with colors more, and obviously, we had Zenkai, which was just embarrassing. At this point, people didn't wanna watch the show even when they actually tried to make something interesting.
Is Toei actually ending Sentai? I don't think so, that would be dumb. The rebranding cope sounds more likely. Hopefully, it'll make them finally retool this fucking thing back to what it was.

KingOhger did about as well as Donbrothers, both of which did better than Zenkaiger. Sentai could have thrived if after ToQger we'd gotten Kyuranger, then Donbrothers, then KingOhger, then another decade of shows like KingOhger. If anything, what they might get rid of is the obligatory "team" aspect and give the show a more free flowing structure hero-wise like Heisei/Reiwa Rider. This could allow them to split up and give stronger introductions to each hero, and they wouldn't need a bunch of characters beaten up every episode to showcase the one that's getting focus/highlight since they need the entire team around, but want to focus on a specific character, so need to get rid a bunch of them.

Even Gozyuger at the start had the staff promising they'd portray each hero as strong as a Sentai team on their own to make them "cool" to the audience, but by now you get the usual "entire team jobs to monster to highlight whoever is getting the spotlight" since the "team" format forces them to stay together most of the time.

Sentai always had comedic elements because it's a show for kids, at the end of the day. Sometimes those elements were even funny, but they never became overbearing, even a full comedy show like Carranger felt tasteful. But the skew towards childish stuff post Kyoryuger was very obvious and unwelcome. The worst part is that it wasn't funny because the jokes, mostly visual gags, would always fall flat. It's like they tried to write Precure, but in live action (so with shitty overacting instead of animated gags), and none of the charm a full female cast brings (cute girls doing their thing is cute, grown men doing the same thing is cringe).

no one who knows is probably allowed to talk about it, but it probably says that the holder of the rights to PR (Hasbro) get final say over how Sentai related things are used or released in the west, for example the Sentai themes on Spotify all just have the logos on their album covers with no actual suits on meanwhile the JP ones have it (you can even see that in playlists smaller thumbnails) probably because Hasbro told them it would confuse the brands, only exception is Donbrother's ending theme but I think thats just because Don momotaro doesnt give a fuck.

People assume Toei simply doesn't want any contracts at all anymore, but the current one was written to last forever until they're being paid by the license owner. They can't expand Sentai to the Power Rangers markets because Power Rangers own those markets. As an anecdote, Shout didn't want to put Sentai suits on their PR-adapted Sentai releases for a while because they also sold PR. It's not really possible to decouple Sentai from PR in the West, which would suck for Toei if they want to do what they're currently doing with Kamen Rider.

Having looked at the contract it seems to be made in a way that actually makes Saban/Hasbro hard to back out on it which I think might be the point and problem. I think they made it so perpetual because they were expecting PR to flop and they wanted to force them to keep them going despite that.
