They've already really toned down the number of q1 side-forms in the last two years. They're just not touching on the upgrades because they still need to release new things for the mc throughout the year.

They need some way to keep the money rolling, though I could see them experimenting with ways to keep the individual form counts low and monetizing in different ways.
Geats had fewer forms for the Main Rider than a lot of late Heisei and Reiwa stuff due to the Battle Royale gimmick.
There are a ton of series that have shown room for there being fewer "main" forms and the sub-forms are additional tools that the main forms use, like Wizardrings and Shift Cars. I think that with Gochizos and Capsems that Reiwa is trying to move back into that territory, just in a way that's better for the marketing.
It's possible that depending on what's trendy we might see something like another music-based Rider where out of practicality they keep the forms low but make money off of selling new songs. Something like how Princession Orchestra which has its own apparent issues with the target demo (I think that's just that it's a mahou shoujo that is supposed to be for young girls but the production staff seem to want it to be for ojisan) but it's cranking out a ton of music to sell.

For me, Drive was the cutoff. All three Riders and Kiriko are slightly older than me but Shun Nishime is a full 3 years younger. It's why Kiriko is one of my most beloved waifu.
