You'd think that if you cut off a pegasus's wings they would become an earth pony.
But because they don't have the natural strength or magic of an earth pony, they would just be considered a disabled earth pony, which could be arguably worse than being an earth pony.
But at the very least, they can still walk on clouds, which might be considered a benefit, but that's more of a slight convenience if anything.
