Pegasi have an innate cloud of energy around them that enables them to attract clouds and water to them.
It enables to make horizontal movements at mach 3 speeds without giving a fuck cause the invisible cloud reacts like a levitation spell and protects them from gravity and momentum, sometimes it can even properl them backwards.
It's based off aerial physics with air resistance and friction, but magicked the fuck up while still being based on logical human understanding as opposed to unicorn magic that's complete bullshit and devoid of physics.

Season 2 really made a mockery of pegasus magic by making them look underpowered by not being able to lift water to cloudsdale which also make no fucking sense that the cloud city needs water.

Meanwhile S1 has them completely remove winter from ponyville through a mass tornado that goes in one direction sweeping everything.

Doesn't it? I don't find it at all unbelievable that Cloudsdale needs to import water to fulfil its purpose. If anything, the fact that the whole city is built out of water vapour is more reason to accept that it needs more water from elsewhere, since they're already using all of the existing clouds for construction and maintenance. If you expect them to manufacture more clouds on top of that to facilitate Equestria's weather, then that's a lot of stress on a single resource, isn't it? Plus, it's another representation of how ponies need to manually action every step in what we'd consider to be natural weather patterns - a motif that was strongly established in S1 and largely dropped in S2, save for this particular instance. What we see in Hurricane Fluttershy is just Equestria's version of evaporation; of sending water into the atmosphere to later create rainfall.
