He was a pretty good singer and songwriter. Definitely had a good ear for pop music. It wasn't mind-blowing or anything but pleasant enough. He seemed like an alright guy too with a sense of humor about himself.

He was such a great singer. I believe god possessed him in his performance with Elton John in Don't Let The Sun Go Down On Me. He was so good, I can't even meme or bait about him.

who can name 5 George Michael songs?
outside of Wham, he only has one big song (Careless Whisper, 1,291,037,823 global spotify streams)*
and one that's fairly popular (Faith, 665,585,951)
Didn't help himself with obtuse or off-putting titles and lyrics like Freedom '90 (312,229,930) and Father Figure (190,360,468).
Could have been much bigger.
* that's a lot for sure, but for reference: The Weeknd has 27 songs with more than a billion streams, Drake 23, Bieber and Taylor Swift 17 each.

He was the best r&b/pop male voice of the 90s, I'd say.
And wrote basically all his music, including those top hits from the 90s (Freedom, Faith, Jesus to a child).
One of the top live performers in pop too.
Just overall talented in every way, didn't need any outside props or contributors to make top pop music that was quite heartful for just being pop.

Popularity doesn't tell you if the music is great... I imagine Bach doesn't have billions of streams either.
But yeah I suppose for someone who was in the pop genre, if your music doesn't transcend its time very well you end up somewhere in between: still remembered for a few songs but not quite being considered on a par with the greatest greats.
