No I don't think so. I think this is where they matured in the studio, but some of their best stuff would show up on a few records after this one. I think they were pretty solid musically between 99 and 03 with no clear best. The self-titled is maybe their most impressive album overall.

dumpweed is the best song they ever made. adams song is also great. but their self titled is more consistent, it has more good songs than enema does.

Enema / toypaj / self-titled is probably one of the best three album runs of all time
