The video it comes from is labelled "Sample" so it could be hidden in some Japanese stock music library from 30 years ago.

Just listen to Shibuya-kei, there's endless songs in this basic style

sounds very similar to stuff like 800 cherries and advantage lucy, but it's not a song from them

I looked all I could for ya OP. But I'm tired of looking at this point. I even downloaded some "x-pict story" creator .exe off a shady french website but it didn't have that exact song on it since it was from 2010 and that song is from around 2004. Anyway, a lot of these songs were commissioned by random japanese composers. One of them in question being Yoichi Sakai, whoever that is. Heres his site for reference.

Pic related is the music he produced for the x-pict story feature of the PSX DESR 7500 around that time. Idk if it's any of those 3 songs because I can't find samples of them. You can probably find it but you're going to have to dig through old japanese websites.

I also thought maybe someone had created a software emulator for it but I can't find one.
