It's a Rescission request, this means it requires less votes in congress to pass, as its just a reform to already approved funding for the fiscal year, it was done this way purely for ideological reasons, as a way for the current administration to just fuck over people they don't like. In reality not much is even going to change, this is a drop in the bucket of the total federal budget.

The big city stations that do all the liberal stuff get about 5 to 10 percent of their budget from the corporation for public broadcasting. It will hurt those guys, but it will just mean longer pledge drives. Where this will really hurt are rural news stations. I’ve got an acquaintance in Alaska who’s the only employee at a NPR station up there. He doesn’t have a big enough population base to ask for donations or advertising, so the CPB gives his station 70 percent of his funding. Cutting off that funding will shut his station down. There’s not adequate satellite service up there, so his station is one of the few emergency alert systems they have up there.
