Because picture discs are dogshit sound quality due to compromises that have to be made in manufacturing, especially older ones. And since everyone who's not retarded knows this, any QC effort goes into making sure the picture looks good.

TL;DR They're for looking at, not for playing.

This picture disc is a repress the first pressing is a different recording. Also one of the most common picture discs to find.
