It's such a hilariously assholeish song for the way it sounds. It has this beautiful energetic feel to it and the instrument arrangement and vocal style are phenomenal, but then you listen to what he's saying and it's just pure unbridled spite and vindictive rage at some chick who is not doing well. Incredibly Jewish song really

It's not spiteful song. He has a smug "told you so" attitude but he also leaves the girl with the hope that her situation will be liberating experience and build character. But you had to oversimplify it to drag da joos in.

I think he was writing about his status in the folk scene and his earlier Woody Guthrie Jr. persona, and the imposter syndrome he felt being hyped up as the voice of a movement and conflated with the gritty characters he sang about, and his guilt in building that up in the first place. The destitution of the girl in the song is Dylan going electric and burning down the past and finding a mode that's more authentic to him.
