Too many kids causes huge family schisms, because there's always going to be at least 1 or 2 who inevitably feel left out, overlooked, etc and become mutinous. And that's cancer for a wealthy dynasty - you can't afford to have loose cannons who disown you or start plotting against you.
At no point in history did white Europeans ever have 12 kids (except the Irish, who were dumb). In your 20s and 30s you birthed enough kids to run your family business (4-5), and maybe popped out a spare in your late 30s/40s, just in case something happens to the heir.
Families with too many kids end up with 3 brothers and 10 daughters and then you're screwed because you've got to marry them all off. Which leads to population inbalance.
To have a balanced society you want to prevent the very poor and the very rich from having more than 1 or 2 kids since it's these 2 groups that screw everything up for everyone else in terms of being tax burdens and tax avoiders. Regular working and middle class people get 5 or 6.
