it's a minor key song, so no, it can't be the catchiest by default.

It's too square. Great song, but the catchiest songs tend to have a more open structure, so that you can freely sing it anywhere and in any context (alone, with people, with a band, in your head, in the shower, in your car, at work etc). Baby one more time is too meticolously constructed.
