Arguably Smashing Pumpkins. Just listen to the early shit Corgan was spewing out before he hired a proper rock drummer. And the garbage he has released during the various times that Jimmy Chamberlain wasn't in the band.
I like a LOT of bands with shitty guitar players and bassists and vocalists
only a handful with shitty drummers

You can pretty much play any nonsense on a guitar over a solid rhythm section and it will sound alright. Look at the whole genre of post punk. Drummers and bassists are criminally underrated.
