The supreme Court ruled the federal government had the authority to remove any barriers Texas set up that obstructed their job, but specifically never ruled that Texas was not allowed to set them up.

Actually those laws are there to allow kids under 16 to drive tractors on the roadways if they are working for their family farm.
They don't allow farmers to hire 12 year olds.
These were unaccompanied kids working on the farm, not related to the owners.
In those situations the kids are working off the debt their parents took on for smuggling them. Once the kids earn enough the parents get smuggled in as well.

The profit margins for farming are so low that if farmers gave their american workers a livable wage, then they would go out of business. This is because American farms compete with international markets.
For every acre of crop you sow and harvest, China does more, faster, using slave labor. So in order to remain competitive Americans use slave labor too.
The answer to this problem is protecting our domestic markets with tariffs. That way there would be less supply, more demand, farmers could make more money and laborers could make more too.
