Israel said it paused military activity in parts of Gaza on Sunday to allow in international aid, amid growing outrage over the severe hunger faced by Palestinians in the territory.
The decision was a reversal by Israel that followed growing pressure over the dire conditions in Gaza, where nearly one in three people has not been eating “for multiple days in a row,” according to the World Food Program, an arm of the United Nations.
Many countries, including some of Israel’s traditional allies, blame Israel for the widespread hunger crisis. The Israeli government blocked almost all aid to Gaza from March through May in an effort to squeeze concessions from Hamas, and has restricted aid deliveries into the territory since then.
The Israeli military said that as part of the policy change that began on Sunday, Israeli forces would pause operations daily in at least three parts of Gaza from 10 a.m. to 8 p.m. to allow aid to enter. It added that they would also designate secure routes for U.N. convoys to deliver aid between specified hours.
But it was unclear whether the changes were sufficient to allow enough food to reach desperate Gazans. Israel has announced similar pauses in the past with mixed results, and aid agencies have said only a permanent cease-fire will allow them to resolve the crisis.
More than 50 Palestinians have died this month from starvation, Gaza’s health ministry said, and six Palestinians died of malnutrition-related causes over the past day, including two children. Medical workers are themselves increasingly struggling to find food.
“People are fainting in queues,” said Antoine Renard, the World Food Program director for Gaza and the West Bank. “People are not eating sometimes for three days just to ensure that they grant whatever they could find for their children. I’ve never seen this in Gaza.”
Mohammad Asbah, 28, said in a telephone interview that more food had not yet become available in the southern city of Khan Younis, where he was sheltering with his family, including his three daughters. They had been subsisting on a single meal of lentils, rice and water per day. “So far, we can’t feel any difference,” he said.
Jordan and the United Arab Emirates began parachuting aid into Gaza on Sunday in coordination with Israel, according to the Israeli Defense Ministry and Jordanian state news media, two days after Israel said that foreign governments would be allowed to do so.
But Philippe Lazzarini, the commissioner general of the U.N. agency for Palestinian refugees, said on social media that airdrops were a “distraction,” adding that they were “expensive, inefficient & can even kill starving civilians.”
Aid groups welcomed the ability to bring food into Gaza without fear of Israeli bombardment, but they urged Israel to remove obstacles to bringing in aid by land.
Mr. Renard, the World Food Program director, said Israel occasionally held trucks for hours before letting them into Gaza or sent them off as massive crowds waited nearby hoping to obtain the aid. The agency was set to send in some 85 trucks on Sunday, he said, although it is unclear whether they have all reached their destination.
Israel has blamed the United Nations and its partners for the hunger crisis, accusing them of failing to bring hundreds of truckloads of aid into Gaza. The United Nations says that Israel has created bureaucratic obstacles that make it difficult to do so and frequently rejects requests to coordinate deliveries.
Israeli officials have also long claimed that Hamas was diverting humanitarian aid. But Israeli military officials later conceded they had no proof Hamas was systematically stealing U.N. relief supplies.
Prime Minister Benjamin Netanyahu of Israel said in a video statement published on social media that the country would carry on fighting to “eliminate Hamas.” But he added that a “minimal humanitarian supply” of aid would continue to be allowed into Gaza.
Despite the pause in fighting in some parts of Gaza, Israeli forces killed at least 13 people on Sunday in central Gaza near an aid distribution point, according to a spokesman for Al-Awda hospital. The Israeli military said its soldiers fired “warning shots” after people approached them.
Israel’s decision to allow airdrops and its announcement that it would pause some of its operations came amid a growing international outcry over the humanitarian situation in Gaza.
At the end of May, Israel allowed some aid into Gaza after Israeli military officials privately warned that the enclave was at risk of widespread starvation. But instead of relying on the previous U.N.-coordinated mechanism, Israel fundamentally changed the way food would be distributed.
Under a new Israeli-devised system, armed American security contractors patrolled aid sites run by the newly conceived Gaza Humanitarian Foundation in southern and central Gaza, forcing Palestinians to walk miles through Israeli military lines in hopes of finding food.
Hundreds of Palestinians have been killed near the sites after Israeli soldiers opened fire, according to Gaza health officials. The military described their actions as “warning shots” to disperse Palestinians it said were a threat.
Attempts by the United Nations and other aid agencies to deliver food in recent months have also led to tragic scenes. In one instance, the Israeli military killed dozens after opening fire on crowds seeking to get aid, according to Gaza officials.
Almost 60,000 people have died in Gaza in the war, including thousands of children, according to the Gaza health ministry. Those figures do not distinguish between civilians and combatants.
The war began when Hamas attacked Israel on Oct. 7, 2023, killing about 1,200 people and taking roughly 250 hostages.
Israel’s allies initially backed the country’s military counterattack in Gaza. But as the fighting has continued and the Palestinian death toll has skyrocketed, some have become increasingly critical of Israel’s conduct of the war.
President Trump is among those who have called for the war to end, but he has publicly avoided putting substantial pressure on Mr. Netanyahu to wind down the fighting. Asked about starvation in Gaza on Sunday, Mr. Trump told reporters that the United States had sent tens of millions to help starving children there.
“People are stealing the food, they’re stealing the money, they’re stealing the money for the food, they’re stealing weapons, they’re stealing everything,” Mr. Trump said. “It’s a mess. That whole place is a mess.”
