Spoilers are installed to generate downforce in order to help the car function at higher speeds. If the car never goes over 140 mph it simply doesn't get a benefit. Adding a spoiler to a slow car is like adding a second driveway to your house when you only own one car.

And if you're going fast in a car that doesn't accelerate quickly? You want to be able to maintain as much speed as possible, which means trying to carry speed through corners, which means more grip, which downforce helps with. Whether the specific setup in OP's pic would make a huge difference or not, who knows, but it's not some little plastic stick-on bumper trim "diffuser" and decklid spoiler from Aliexpress.

A car wing is usually 8-14 degrees not 45. So take 5lb at 35 sq inches, multiply by about .6 because an actual wing has an aero effect, then multiply by something like 53x8 inches / 35 and you get....
36 pounds of downforce.
Wow.
The bigger question is why is someone putting a bigass wing on a fwd car and inducing 100lbs of lift at the front wheels at 80mph.
Answer: morons.

I only put a factory spoiler on my trunk, at a slightly modified position and angle, because I did some underbody work to extend the panel coverage and do some tire air deflection. So the spoiler matched the air effects and balanced the front and rear lift/drag and cD factor.
Just slapping a cuntwhale of a wing on a car does nothing good.

There were multiple teams racing the Fox Body Mustang in SCCA events.
The Ford team was running a Cobra.
The Saleen team was running a....Saleen.
Rules required "factory" Body components.
The Saleen had a major advantage from the Saleen wing and the Cobra couldn't keep up- the Cobra wing was purely aesthetic. Ford found a loophole that because the Saleen was a factory option of the Mustang they could use the Saleen wing on their Cobra. Once they swapped over they could run side by side the Saleens.
