Why don't they just design them and pay someone else to do the manufacturing?

A bunch of Euro companies did just that, but not with sports cars.
Generally, electric sports cars are a bad idea. The target public for sports cars dislikes their appliance-ness.
What you want is a hooner. Basically, the old Lotus Omega but electric. A regular car with 'tard strength performance.
Or a one-off suicide machine like that custom Renlol 5 with 500 hp rear-motor, rear-wheel-drive, and hydraulic drift-spec handbrake.

that's exactly what they're doing, what do you think tier 1-3 suppliers are?

they basically do that. GM, ford, etc. don't make things like starters, transmissions, brake rotors, wiring harnesses, tires, etc.

The only work the car company does is assemble the final parts together. Everything else is subcontracted.
The engine casting and assembly might be in house though.

I'd prefer they outsource the designing activity since they mostly suck at that and stick to manufacturing where they've gotten pretty good.

BMW design everything, including engine, but they don't cast their own blocks for example. There's an ancient German company that does that for BMW and I believe used to for Volvo. Then they put the engine together but they also sometimes do special work like cracking rods before building the engine.

Foxconn is doing this. Will probably take over the industry.
