Yes it can dummy first you get it retitled as a salvage and then you can retitle it as a road going. It just costs a lot of money to do.

Probably something that did not sell at auction and/or just needed to go. I have seen cars at pick n pull yards in great shape, my first thought is Grandma died and no one else wanted to deal with it.

He is right. Once a certificate of destruction is issued for that VIN, it is no longer allowed to be registered on the roads. Now you could drive it in another country, if you were lucky enough for the yard to sell you the car, but that's incredibly unlikely.
