Should I get a wrap if my car is 13 years old and the paint is kind of bad but I love the car and want to keep driving it?

No. you should own the bad paint. put a confederate flag plaque in your back window, and drive around with your shirt off arm hanging out the window.

A wrap over bad paint will look like shit. It needs repainting.

No, if you've got fading or peeling clearcoat you'll see it under the wrap. For what a decent "certified" installer charges for a wrap, and for what a "certified" body shop charges for a factory-level repaint (some places seriously are asking close to $10k nowadays), look for the type of place that's a hole in the wall run by some old boomer. They're still out there, and those places will charge wrap-like pricing ($2-3kish) for a decent quality repaint of an average sized car.
If it's a car you daily anyway, you don't really want a wrap unless you're the kind of person that's going to rip it off and change colors in a year or two, since it just takes a single rock chip to fuck everything up. Color can fade as well, though material quality varies obviously.
On a related note, picrel is actually a liquid wrap with a full gloss finish. They've come a long way since the early plastidip days.

I've never really liked the look in that pic. Maybe I'm too boomer.

This. If the car isn't flawless you'll make it look worse.
