8x4 concrete trucks have 41 tonnes payload capacity. They even >400 hp, same as lower-end semis.

About haul efficiency, that makes sense. Though, do they always load it to the fullest ?

In germany and probably most of EU, these are legally limited to 32t of gross vehicle weight. Semis can do 40t regularly, 44t with a sixth axle in combined traffic or as euro-combi.

That is the general weight limit for single vehicles. Manufacturers can allow whatever they can justify for non-road conditions, but this is what everything's built in accordance to, so those standards don't just change randomly.
There's more layers of wheelbase, suspension etc. based weight limits too, since such heavy vehicles are great at fucking up infrastructure if make them too compact.

I don't know. I regulary see the model in picrel doing deliveries to markets located in small streets. Not to mention all the parked cars making it harder. But if these trucks can do it, then a heavy duty truck with a 8x4 configuration should do it too. I don't exactly know their lenght, but they are a bit shorter than a standart solo 12 meters bus.

US semis can easily slide the rear tandem axles forward to give a shorter wheelbase to maneuver better. I used to be a warehouse receiver, you'd see them do it fairly often.

Semi's are more versatile. Switching trailers allow you carry multiple types of loads with a single tractor. Trailers are cheap to replace in comparison. Pic related can carry freight on weekdays, drive to the track on weekends.
