Car is 2004 Lexus ES330, one of the cup holders arms is broken and itโ€™s annoying not having a place for water bottle, problem is the arm is articulated and moves inward as it closes, is there any solution for a wrenchlet that only wrenches basic maintenance?

Have you got the missing part? Because thatโ€™s the bit with the pivot, so you canโ€™t just glue a chunk back on
Best bet might be to search on fleabay for a complete replacement

You replace the part

3 hairs from a hare, a bolt from the exhaust manifold, and one toad's eye in 4 oz of brake cleaner. Stir it over mild heat for 10 minutes, rub it on there, and it'll grow right back.
You either get a new part or rig something up with glue and tape.

I donโ€™t want to disassemble the centre console because itโ€™s a pain to do, Iโ€™m hoping for a way that may involve glue but not sure on execution, if it canโ€™t close after glueing its not too much of a problem to me

go to your local u-pull and get an entire new center console for $20. rip out the old one and plonk in the new one. it's nowhere near as hard as you think, as long as you're careful it'll be a perfect fix.

just buy one from junkyard
if you can't find it for whatever reason, just make a cad of the other one, then mirror it and get it 3d printed (SLS nylon is the best process to use - chinese 3d printing services offer it,)

They stopped making parts for 20+ year old cars almost 20 years ago and aftermarkets don't do things like proprietary cup holders.
