Maybe Seal-All? It's thick and dries rubbery and gives you the giggles in confined spaces.

Drill some holes and sew the panels together with zip ties.

It probably aint just your bumper but the support brackets. Its usually not good to try and simply swap a bumper cover, this is the reason why frontal wrecked cars get totalled. Non-oem parts are going to be shit too.
