Sometimes an engine or transmission blows. I've had a belt break and got a Suburban over to the side of the road with no power steering, but if there had been traffic or I didn't know what was happening things could've been different.

Is it illegal to stop on the highway, yes, but the driver of the moving car could have reasonably avoided the accident if he looked up from his phone

Also brake lights used to mean something and were something that required a response. I saw the stalled/slow car in the vid for 5 seconds in a different lane and behind the Travencladia or whatever it was, and they never even attempted to hit the brakes. Bad place to stop but that SUV wasn't being driven, it was pointed down a road with the cruise on.

Pretty sure that' considered "Failure to stop in assured distance" or something similar.
