There’s a weird fluttering sound from the front car that speeds up in correlation with vehicle speed. Sounds kind of like if you put a playing card in the spokes of your bike. I don’t see anything broken or flapping around, but these bushing seem shot.

That's a physical stop for the steering to prevent excessive steering angle damaging the CV joints. When you've turned the wheel all the way to one side, those two parts circled will touch.

My bet is you have a plastic splash shield or equivalent body part flapping around under there.

could be something as simple as debris stuck in the brake and rotor bits or the brake dust shield is contacting something. I've had that sound before and blasting the whole area with water at a coin wash cleared it out, but it could also be something more problematic and you'd have to take the wheel off to get a proper look.

Those are ball joints, not bushings. And you can't usually tell if they're worn out or not just looking at them. You'd need to jack up the car to take the weight off the suspension components and see if you can wiggle around the ball joints to see if there's any play in them.

But anyway, if you have a sound that increases & decreases with vehicle speed it's something on the rotating portion of the wheel. Or in the drivetrain, however these aren't driven wheels so that's ruled out. Could be as simple as that brake shield being bent and contacting the rotor. Or it could be in the brakes or a wheel bearing.
