I always assumed it was because - If you're on a 2-lane road it's the drivers who are most at risk from a head on collision so they instinctively avoid accidents and it protects passengers who were more likely to be women and children. Just my theory.

cars in the other lane are obstacles full of humans and an impact with them will generally be at effectively double the speed and more important to avoid than the stationary and inanimate obstacles on your right.
