F1 is ran by bugocrats who get sexual gratification from making more rules to ban more things.
F1 cars don't look the way they do because any of it is optimal, but because a bugocrats mandated it to look that way. And they don't mandate things that way to improve performance. All these rules are made specifically in order to make everything have worse performance.

Practically all formats of motorsport have this problem. You get an 'officiating body' taken over by bugocrats, and then you have a 'competition' where all the machines end up designed by officiating bugocrats rather than the competing engineers themselves.
