Sometimes it's a logistics thing where they're waiting on a piece of equipment or shipment of something, sometimes a section of a road is considered hazardous if there's a big pot hole, weak section, joint, guard rail, or sometimes it's because if they mark a section of road as a "work zone", then traffic fines increase and the pirates get that sweet sweet tax payer money

Concrete takes a sh1t load of time to cure. Everyone doing a job needs someone to watch him and everyone of those people watching paint dry needs a supervisor and a manager.

it also takes time to clear a work zone and make it safe to drive
so if there is no equipment or work available at the moment, they will leave the workzone as is until they can work on it.

Around here they changed all the signs to say work zone enforced by speed camera so I just drive the stupid speed limit until I get out of the work zone because the one time I ignore it is going to be the time they actually do have a camera set up and then I'll get a stupid fine

That just varies state to state. The entire reason a lot of states just have fines doubled (period) is so that you don't have retarded spics that try to claim they didn't see the workers or some bullshit.
