Sometimes it's a logistics thing where they're waiting on a piece of equipment or shipment of something, sometimes a section of a road is considered hazardous if there's a big pot hole, weak section, joint, guard rail, or sometimes it's because if they mark a section of road as a "work zone", then traffic fines increase and the pirates get that sweet sweet tax payer money
Concrete takes a sh1t load of time to cure. Everyone doing a job needs someone to watch him and everyone of those people watching paint dry needs a supervisor and a manager.
