If you don't like driving fast, you should go on the right lane, use the mid lane for overtaking trucks and leave the left lane for those who wanna go faster. Same if there are 4 lanes in each direction, except these should have 2 left lanes with no speed limit.

The official rules already say the driver is responsible to pick a safe and reasonable speed, so let the drivers use their reasonable judgement except in the few places where the road is weird and more dangerous than it looks.

higher average speed> higher top speed. If anything, speed limits should be 5/10 kph slower for better flow of traffic, everybody wants to be "first" but they don't want to be fast in the left lane, all that ends happening is people start chasing the next pack once they get past the slow poke.
