I have no idea I took this pic back in 2020 wondering wtf I was looking at and in me clearing out my drives rn I uploaded this to finally get an answer.

Pretty sure it is legal and the only law here is as long as the plate is reasonably attached and reasonably visible, anything goes.

looks to me like a thing I used to see on early 2000's, maybe late 90's import scene. people would do actual bodywork to glass over the factory indent for the plate, and cut and fabricate and indent elsewhere on the rear for a license plate. sometimes diagonal. I was into car audio back then and saw this kind of thing a lot. the modern version is lifted trucks with chinese leds blasting the lower part of their truck to display....whatever. Anyway thats my thoughts.

yeah I remember that, also on trucks and suvs I would see in Truckin' magazine
why someone would do that to an otherwise unmodified civic is beyond me
makes me wonder if it was used for a commercial or something where they wanted to obscure the vehicle manufacturer and model

also, the people doing this were the early adopters of japanese culture, whatever that means. lots of them did it for poon-tank. And it worked. The more custom the better, ooooh, That guy has lambo doors on his civic......and he hides a few lbs of weed under the 12" kicker competition sub he had fiberglassed in the place of his spare tire.
