the prangler was a test mule for the plymouth prowler and was constructed in order to design and test the roadster platform during cold northern winters
the prowler itself was a design and manufacturing exercise that intended to take advantage of an aluminum fabrication company chrysler had bought, so the front end of the car, where all the alu spaceframe was, was done before the back half.
not only do they legally need to have a bumper there is also no other place to put the headlights, as on the production car they are integrated into the nosecone. they just bolted a pair of what look like dakota headlights to an extruded aluminum box as a placeholder.

prowlers are tough to repair because of the aluminum structure, you can't fix the unibody after a crash like you can on a steel car. you'd have to get one with a blown engine or tranny and chop out the entire cabin area, then plop a yj or tj cab on it, cut to fit. in the footage you can see the prangler still has the wrangler's dashboard and steering wheel, probably all the hvac and heater stuff too.
i think the only reason nobodys tried (other than that it's kind of silly) is that prowlers are rare and hilariously overpiced. definitely a moneyburning whistlindiesel tier lark that only hardcore mopar nerds will appreciate.
