As far as I know, at keast in America, red and blue were the norm for both cops and ambulances until somewhat recently when cops moved to all blue. Many places still have red and blue cop lights since these things take time (and money) to change.

Move over with how traffic is acting around me or I just pull to the side in low traffic scenarios when safe.
