GM's upper management was dead set on the idea that GM was a FWD-based company and had been trying to kill the B-bodies for years. They had partly succeeded with the start of that generation, which is why you had weird shit like the Olds Custom Cruiser wagon that no longer had a sedan base as the 88 had already been shrunk, and then finally succeeded with the end of the Caprice and Roadmaster twins in 1996, cutting off their own ass and giving Ford a near 100% dominance of domestic fleet and police sales for the next twenty fucking years.
