if my engine burns oil do i have to change it or can i just keep topping it off?

Both.
You can add 2-3 quarts between oil changes.
But that doesn't mean you can ignore oil chang/filters.
I've found Mobile 1 Extended Performance (non high mileage) is cheap as fuck and preforms well on oil lab tests.
It's about $27 per 5quarts at wallmart.

Top off between the oil and filter change(every 3k miles)

Both, I keep it topped off but still do regular oil/filter changes every 8k km or so

I drove a 90's Mercury Grand Marquis for 2 years that had a bad headgasket when I bought it. I changed the oil once in maybe 30,000 miles. It burned a lot of oil so I just kept topping it off. Never had an issue with that car until like a $300 evap issue came up so I scrapped it for double what I paid for it. Long story short you can keep topping it off if you don't care or don't have a lot of money in the car

try valvoline restore protect for 4 full oil change intervals of 5k each. for the 1st interval, change the filter at 3k miles, the bitog forum has a lot of posts about it removing the carbon in piston rings
