A bit off topic but fuck that BladeAngel youtuber for saying aftermarket headlights "increase" a cars value. Well not only is it a pathetic attempt to make an old car look "modern" but most of the knobs installing them are well knobs.

When you turn on the high beam switch, usually all the power going thru the low beam switch stops.
So even if the low beams themselves stay on during high beam, they need to get their power from the high beam switch.
Or at least thats what I remember the last time I had to mess around with headlights on a car.

Yes.
Most vehicles turned off lo when hi was on. Some vehicles have simple aftermarket mods to keep lo on when you use hi.

Obviously OP just has hi and fog wired to fog switch and nothing wired to hi with lo wired to lo.
