Some people like to show they bought locally, supporting local business, etc.
Also if your local plate design is UGLY, or it's color clashes with your car, you get to hide a bit of it.

I remember when I was real young my dad got a frame kinda like picrel but it was made out of that cheap transparent plastic in red. I remember thinking it looked so cool on my dads Saturn but it was fucking shit it cracked like a damn iceberg. Although it is a nice memory all the silly things parents do to make their kids who don't know better happy.

My car has a Carmax sticker on it and I said it'd be gone the first day too. 4 years later it's still there and the only statement I'm making with it is that it just isn't important enough to bother to remember it let alone go out and remove it. No doubt the same for those license plate frames.

I think that most people don't own a screwdriver and don't know how to use one. They literally don't know how to take that thing off. It would also never occur to them to want to take it off because such a task is entirely outside their repertoire. It's like how black people don't change their smoke detector batteries because they don't know how, and the thought doesn't even occur to them because the beeping hallway falls into the category of universal mysteries beyond comprehension.

When I bought my truck they didn't even offer me plate frames. Guess he figured I wouldn't want them. They also didn't mount the front plate since they didn't want to put holes in the front bumper.
My old wagon I got a discount for having their frame on so I would put it on when I went in for service and took it off after.
