How do we realistically fix the 'house rules' situation in America?

Example here: horizontal road in pic has no stop signs, only the cross road.
Follwing right of way, naturally car A going straight has the right of way, correct? Well not according to the jerkoffs in town who think they get to go so long as they got there first.
I don't give a FUCK if you've been waiting ten years to turn left, you have to yield to those going straight, this is not a four way stop
If you get there first, and I get there second and want to make a right, what am I supposed to do, sit and give up my right of way because you have to go first? So, why the fuck would my right of way change?
Straight doesn't yield to turners, especially left turners when it's not a four way stop.

Now I say house rules because you're all about to jump in and say how I'm rude and wrong and to just let the guy go. No.

If the vertical road has a stop sign, which it looks like you drew. You go in order of who got there, whether you’re turning or not doesn’t matter.

Anywhere in rural america, the pic you have described is a FM or CR, and probably dirt, intersecting a highway. You either give right of way and wait for your opening or you get t-boned by someone doing 80mph. Such is life in the zone.

If you get there one second later the other guy should be in the intersection already. You have to yield to somebody who is already in the intersection.

You have to yield if you cross someone else's lane.
